Abstract
In the project, "Evaluation of Labour Market Service Qualification Measures, the measures for re-integration of
unemployed into the labour market are analyzed in the regions of Vienna, Lower Austria, Burgenland, and
Oberösterreich. The data contain all persons who, between Jan. 1st, 1993 and Dec. 31st, 1995, started to take part in
a qualification measure as well as those who were adviced by the labour market service to take part, but refused by
personal reasons.
The central research question is to find out those factors which prevent unemployed persons from being re-
integrated into the labour market. That needs an "observation" of the persons for a longer period of time. Therefore,
1. a pre-observation of 180 days was defined, to make possible the analysis of long-term unemployment
2. a post-observation of 180 days was defined, in order to follow the qualification measures and to single out
eliminations from the unemployment statistics and multiple episodes of unemployment
3. socio-economic factors are analyzed in order to find out their - positive or negative - influence on integration.
The speciality of that design is the analysis of the "pre-history" of those persons who did not attend a qualification
measure or did not fully take part and left early.
The results of the project will be a considerable feed back for those who provide the measures in terms of their
effectiveness.
